Although the pre-bid meeting is not required, it will be mandatory for the bidding general contractor to visit the project site prior to the bid opening.

All bids, properly received, will be opened at that time in an open and public letting. The owner will review all bids with the architect with the intent of awarding a contract for all construction to the lowest responsible bidder.
