Before submitting Proposals, bidders shall carefully examine the entire site of the proposed work and adjacent premises and the various means of approach and access to the site, and make all necessary investigations to inform themselves thoroughly as to the facilities for delivering, handling and placing materials at the site.
Bidders shall inform themselves thoroughly as to all difficulties involved in the completion of all work under this contract in accordance with its requirements.
Bidders shall examine the plans and specifications and other Contract Documents and shall exercise their own judgment as to the nature of the whole of the work to be done. Assume all risks irrespective of guarantees whatsoever, with regard to computations or statements of amounts of quantities necessary to fully complete the work in strict compliance with the Contract Documents.
Topography of the ground or location of other structures are shown on the plans and are believed to be reasonably correct, but are not guaranteed to be absolutely so and are presented by the Owner only as an approximation.
No plea of ignorance of the conditions that exist or may hereafter exist or of conditions of difficulties that may be encountered in the execution of the work under this Contract, as a result of failure to make the necessary examinations and investigations, shall be accepted as an excuse for any failure or omission on the part of the Contractor to fulfill in every detail all requirements of the Contract Documents or will be accepted as a basis for any claims whatsoever for extra compensation or for an extension of time.

Sealed bids for the construction and installation of water works improvements for and on behalf of the Council Bluffs Water Works, will be received by the Secretary of the Board of Water Works Trustees of the City of Council Bluffs, Iowa (hereinafter called the 'Owner'), at 2000 North 25th Street, Council Bluffs, Iowa, until 1:30 PM on the 13th day of October, 2015, at which time the Secretary and Engineer will publicly open the bids in the Board Conference Room at said address, announce the amount of the bids, and file all proposals received.
All bids must be for the furnishing of all labor, materials, tools and equipment required to construct and install the specified water works improvements in accordance with the plans, specifications and other Contract Documents now on file in the office of the Secretary of the Board of Water Works Trustees, entitled 'Woodbury Avenue Water Main Improvements', which, by this reference are made a part hereof as though fully set out and incorporated herein.

Work of this project consists of approximately 2,280 feet of 16-inch D.I. water main and all appurtenances thereto in accordance with the plans and specifications for said Project.
Work on the project shall be started within ten (10) days after written Notice to Proceed and shall be completed before the 1st day of April, 2016.

Bid Documents may be obtained from the office of A&D Technical Supply Co., Inc., 4320 S. 89th Street, Omaha, NE 68127, (402)592-4950 upon receipt of a refundable deposit in the amount of $100.00 payable to HGM Associates, Inc. *A Builder's Card will NOT be accepted in lieu of deposit check.
CD's and Electronic Downloads containing a full set of Bid Documents in PDF format are available upon receipt of a non-refundable fee in the amount of $20.00 payable to A&D Technical Supply Co., Inc. Only complete sets of Bid Documents may be obtained - no partial set orders will be issued.
If shipping of Bid Documents is required, there is a non-refundable fee in the amount of $25.00 payable to A&D Technical Supply Co., Inc. If shipping of CD is required, there is a flat fee in the amount of $9.00 payable to A&D Technical Supply Co., Inc.
Bid Documents MUST be returned, in good condition, within 14 calendar days from the date of the Board of Water Works Trustees award of the project to obtain a deposit refund. If Bid Documents are NOT returned within the time specified, the deposit check will be forfeited.
